Shifting Gears

In 2027 Dane County will launch a one-time, grant-funded electric bike (e-bike) and electric scooter (e-scooter) rebate program for qualifying residents. Modeled after more than 175 successful similar initiatives nationwide, this program will give more people access to the benefits of e-bikes and e-scooters.

Bridging the Gap

Active transit is a powerful tool for economic prosperity and community equity. In Dane County over 30% of residents do not drive. At the same time, reliable transit to work is essential for maintaining stable employment and subsequent access to food, housing, and economic stability.

Electric bikes and scooters are a proven tool to close this transportation gap while providing tangible mental and physical health benefits. What’s more, active transit allows for more easier access to community connection while granting people autonomy and self-efficacy. With additional transit options people are more able to access healthcare appointments, grocery stores, and educational opportunities, increasing their economic and social stability.

Active Transportation Benefits

  • Reduced transportation costs: In one study e-bike ownership reduced weekly transit costs by an average of 12% after one year.
  • Improved mental and physical health: Participants in that same study saw a 14% increase in physical after purchasing an e-bike.
  • Emission reductions: Transportation accounts for about a quarter of Dane County’s greenhouse gas emissions. Riders can travel longer on electric bikes and scooters than similar mechanical options, increasing their potential to replace car trips. Reduced vehicle miles traveled equates to increased air quality and emission reductions.

Program Details

Program eligibility will be based on income; our aim is to help those who cannot afford an e-bike or e-scooter to get one.

Because similar programs across the county experience high demand, we will use a lottery system to select qualifying Dane County residents who meet specific income criteria. Selected recipients will receive vouchers to purchase highly subsidized e-bikes or e-scooters from a list of eligible models, through a participating retailer.

Eligible options will include Class I and Class II e-bikes, including cargo and recumbent options, as well as a selection of e-scooters.

More information about the program details will be available in early 2027.
